Some points feel like a list rather than an explanation. Try adding a short cause or impact to major points. The answer could also use more precise data, 2nd ARC recommendations and stronger constitutional links. The way forward can be more practical and specific. Overall, the content is good; a little more analysis and precision would make it sharper.
